Ambassador Dr Saran Daraba Kaba was appointed as the first female substantive Secretary General of the Mano River Union in September 2011. Dr Kaba has extensive experience in administrative and women affairs from her previous post as Minister of Social Affairs, Children and Women's Promotion of the Republic of Guinea. She also has a deep private sector background and has taken part in all peace negotiation in the last 10 years within the MRU and West Africa.
She also runs the MARWOP NET organisation. In her current role as SG of MRU, she looks forward to the MRU becoming the driving force for full integration and development in West Africa.
Deputy Secretary General
Rev Mrs Linda I Koroma
Rev Mrs Linda I Koroma joined the Mano River Union Secretariat end of November 2008 being the first female to be appointed as Deputy Secretary General ever since the Union was established in 1973. Her expertise is on Human Resources Management and Administration and holds a Masters Degree from McGill University in Montreal, Canada.
Before taking this appointment with the MRU Secretariat, she has held senior positions in several International Non Governmental Organisations and Diplomatic Missions such as AFRICARE, ActionAid International, CARE International and the British Council.
Mr Koffi Kouman was appointed by the Government of Cote d'Ivoire as one of the Decputy Secretaries General for the Mano River Union Secretariat in Freetown, Republic of Sierra Leone. In his capacity as Deputy Secretary General, he is in charge of Administration, Budget and Finance of MRU.
As Senior Civil Servant of the Government of Cote d'Ivoire, Mr Kouman was Director for Financial Services but before occupying this position in the MRU Secretariat, he was previously the Research Officer in the Ministry of Economic Affairs and Finance of Cote d'Ivoire, where he was particularly responsible for the Strategic Action Plan of the Ministry as well as Mails, Financial and Budgetary issues. Mr Kouman has participated in several capacity building programmes in the fields of public finance management, namely in attending various courses offered by the International SETYM Centre in Montreal (CANADA) and Casablanca (MOROCCO) the Multilateral Institute of Africa (IMA Tunis, Tunisia) and Forhom Institute (La Rochelle, France).
Deputy Secretary General Mr. Simeon M.B. Moribah is one of three Deputy Secretaries General, appointed by the Liberian Government to the Mano River Union Secretariat. Prior to assuming this post he had served in various capacities. He has served the Ministry of Education as Secondary/High School Teacher; Served the Ministry of Planning and Economic Affairs as Planning Officer; Senior Planning Officer; Chief of Agriculture and Forestry Sections; and Deputy Minister for Economic Affairs and Policy; the Ministry of Agriculture as Assistant Minister for Planning and Evaluation; Senior Agriculture Economist and Special Assistance to the Managing Director of Liberian Produce Marketing Corporation.
He has also worked at The United Nations Development Programme starting as National Programme Officer and rising to Senior Assistant Residence Representative for programmes; and served as Consultant for Food Security in the Liberia Field Office of the Food and Agriculture Organization of the United Nations.
